BACKGROUND

The State Government has endorsed a staged approach to address access, mobility and parking constraints across the Queen Elizabeth II Medical Centre (QEIIMC) for patients, visitors and staff.

Parking utilisation is at its threshold during peak shift changes, resulting in congestion at the existing multi deck car park entry/exit and surrounding road networks.

Short-term works will be completed from July to October 2026 to alleviate critical access constraints while broader medium- and long-term solutions are considered and progressed.

The short-term work will impact staff and visitor access to the multi-deck and adjacent car park. The number of staff parking bays will be reduced during works.

Measures will be put in place to minimise the impact which includes access to free public transport for staff parking permit holders during the short-term works. A SmartRider will be provided to staff who take up the offer which will provide free public transport and can be used to pay for parking at train stations, etc.

Stage 1 - short-term includes:

  • A new visitor car park entry off Hospital Avenue for access to the at-grade parking area (Car Park 1) immediately north of the existing multi deck car park.
  • Enhanced staff car park entry from Winthrop Avenue.
  • Improved staff and visitor car park exit to Winthrop Avenue.
  • Re-surfacing of the at-grade car park along with landscaping and new lighting.
  • Modification within the multi deck car park and at-grade car park to remove bollards and kerbing and the introduction of new pedestrian walkways.

Proposed Timeline:

  • Contractor procurement – Current
  • Construction period – August to October 2026
  • Practical Completion – 30 October 2026
  • Additional car park resurfacing – TBC December and January

What is the Licence Plate Recognition (LPR) system?

LPR is an image-processing technology used to identify vehicles by their licence plate.

  • The LPR camera securely scans the licence plate.
  • The system checks the account status (permit type, account details, and access permissions)
  • If the account is active and valid, the boom gate will lift to allow entry.
  • The whole process is digital, and E-Tags will no longer be needed.
What is the new Staff Permit Management System (SPMS)?

The new SPMS retains all permit holders’ personal, vehicle and payment information. It replaces the current systems (permit applications and Park Charge).

It is required for every permit holder’s licence plate to be recorded in the system to support the LPR function.

The scope of works for the parking technology upgrade includes:

  • Replacement of CCTV systems at the Multi-Deck Car Park.

Yes, all boom-gated visitor car parks will also change to LPR. From 3 November 2025 the Cancer Centre Basement Car Park equipment was changed to LPR. The PCH Basement Car Park transitioned to LPR in early February 2026.

How will the new parking system work for visitors?

  • On entry, the LPR camera will scan the vehicle licence plate, and the boom gate will open.
  • If the boom gate doesn't open, visitors press the ticket button and get a ticket to enter.
  • After their appointment, visitors will proceed to the car park pay station, enter their licence plate number and details of their stay will appear.
  • After payment, visitors drive to the exit where the LPR camera scans the licence plate, and the boom gate will open.
  • Visitors with a concession ticket enter their licence plate number and scan the barcode at the pay station to validate the ticket. Any outstanding balance must be paid before exiting.
  • If visitors need assistance, Wilson Parking is available on (08) 9388 2546 or by pressing the intercom button at the pay station or entry/exit gates.
I am a current staff permit holder, what do I need to do?

All current permit holders will be contacted via direct email when it is time for them to renew their permit in the SPMS.

This will be rolled out over the coming months depending on your current car park allocation.

I don't currently have a staff parking permit, can I apply?

Only new staff and staff who are already active parking permit holders can submit a new application form. Staff who have applied previously and have not received parking cannot apply. Current permit holders will be contacted individually in due course with instructions on how to renew their permit.

  • The new SPMS will be a direct debit system.
  • Once LPR is activated on all staff car parks, we will commence the process for closing and refunding ParkCharge accounts.
  • This process is expected to occur in the latter half of 2026.

All permit holders will need to have a 'primary' vehicle in the SMPS.

A 'personal QR code' will be issued to all permit holders which they can use to enter staff parking areas with an alternate vehicle, when required.

The QR code will be issued when your permit is registered in the new SPMS.

Only one vehicle at a time may enter the car park under each permit (via LPR or QR code).
