LPR is an image-processing technology used to identify vehicles by their licence plate.
- The LPR camera securely scans the licence plate.
- The system checks the account status (permit type, account details, and access permissions)
- If the account is active and valid, the boom gate will lift to allow entry.
- The whole process is digital, and E-Tags will no longer be needed.
The new SPMS retains all permit holders’ personal, vehicle and payment information. It replaces the current systems (permit applications and Park Charge).
It is required for every permit holder’s licence plate to be recorded in the system to support the LPR function.
The existing QEIIMC parking equipment and parking management systems have reached the end of their operating lifecycles.
The QEIIMC Parking Technology Upgrade will modernise visitor and staff parking through the implementation of LPR technology.
The project is well underway, with civil works and equipment installation completed. The project is now in the final stages of implementing the new SPMS. Updates will be shared as progress continues with roll out expected later in 2026.
The scope of works for the parking technology upgrade includes:
- Replacement of all car park boom gates (completed)
- Introduction of LPR technology at entry and exit points.
- Replacement of CCTV systems at the Multi-Deck Car Park.
Visitor Car Parks:
- Replacement of Automatic Pay Stations in boom-gated areas.
- Replacement of Pay-by-Plate Machines in non-boom-gated areas.
Staff Car Parks:
- Replacement of the SPMS.
- Retirement of outdated E-tags.
Yes, all boom-gated visitor car parks will also change to LPR. From 3 November 2025 the Cancer Centre Basement Car Park equipment was changed to LPR. The PCH Basement Car Park transitioned to LPR in early February 2026.
- On entry, the LPR camera will scan the vehicle licence plate, and the boom gate will open.
- If the boom gate doesn't open, visitors press the ticket button and get a ticket to enter.
- After their appointment, visitors will proceed to the car park pay station, enter their licence plate number and details of their stay will appear.
- After payment, visitors drive to the exit where the LPR camera scans the licence plate, and the boom gate will open.
- Visitors with a concession ticket enter their licence plate number and scan the barcode at the pay station to validate the ticket. Any outstanding balance must be paid before exiting.
- If visitors need assistance, Wilson Parking is available on (08) 9388 2546 or by pressing the intercom button at the pay station or entry/exit gates.
All current permit holders will be contacted via direct email when it is time for them to renew their permit in the SPMS.
This will be rolled out over the coming months depending on your current car park allocation.
Only new staff and staff who are already active parking permit holders can submit a new application form. Staff who have applied previously and have not received parking cannot apply. Current permit holders will be contacted individually in due course with instructions on how to renew their permit.

- The new SPMS will be a direct debit system.
- Once LPR is activated on all staff car parks, we will commence the process for closing and refunding ParkCharge accounts.
- This process is expected to occur in the latter half of 2026.
All permit holders will need to have a 'primary' vehicle in the SMPS.
A 'personal QR code' will be issued to all permit holders which they can use to enter staff parking areas with an alternate vehicle, when required.
The QR code will be issued when your permit is registered in the new SPMS.
Only one vehicle at a time may enter the car park under each permit (via LPR or QR code).
